Build a poll widget in React that shows options with vote counts and percentage bars, and allows one vote per user.

Time box: 30 to 45 minutes. Use localStorage or an in-memory mock API.

Shows a question and several options as selectable choices with a Vote button
After voting, the widget switches to the results view: each option shows its vote count, a percentage with one decimal place, and a bar whose width matches the percentage
One vote per user: the choice is remembered (in localStorage or by a mock user id) and the user cannot vote again after reload; the chosen option is highlighted
Percentages are computed safely when the total is zero and sum to about 100
A "View results" option lets a user see results without voting, and a "Change vote" action (optional) moves the vote
The bars have role="progressbar" or an equivalent text alternative and the results are announced to screen readers
