Build a tag input

• Pressing Enter or a comma turns the current text into a tag; surrounding whitespace is trimmed and empty text is ignored
• Duplicate tags (case-insensitive) are rejected with a visible message or a brief highlight of the existing tag
• Each chip has a remove button; Backspace in an empty input removes the last tag
• A maxTags prop stops further additions and tells the user the limit was reached
• Pasting text such as "a, b, c" or lines separated by newlines creates several tags at once, applying the same rules
• The component is controlled through value and onChange(tags), and chips are announced accessibly (for example, a labelled remove button "Remove react")
